Job Title: Senior Clinical and Population Health Informaticist

Reports To: Direct of Data Services

Job Type: Full-Time, Exempt

Location: Rochester, NY

They serves14 counties in the greater Finger Lakes Region and 1.5 million residents.  

 

Regional remote – might need to come to Rochester office a couple times a month

Key Responsibilities: Other duties may be assigned.

  • Lead analytic specifications and requirements on outcome measure specification, cohort design, study design, performance modeling, data extracts, code sets and formats, and other relevant components to HIE analytics processing.
  • Development project scopes, requirements, and work plans.
  • Conduct feasibility assessments and data gap analytics for projects.
  • Advance the HIE use cases of social care data and data relevant to value based care.
  • Conduct data analysis support for Data Services project portfolio, including data quality initiatives, Secondary Use projects, and custom projects, including the following activities:
  • Create/Analyze business requirements;
  • Identify code sets for relevant data;
  • Develop report requirements;
  • Validate results;
  • Aggregate data to address project needs; and
  • Communicate with all parties to ensure consistent interpretation of deliverables.
  • Have a clear understanding of HL7 V2.x, C-CDA 1.1 and 2.1, and X12 claims standards
  • Recommend innovative ideas, processes, and/or procedures for enhancements, additions, and modifications to improve existing data in the Health Information Exchange (HIE)
  • Serve as a resource for daily operational issues within the HIE related to clinical data or workflow
  • Act as a liaison internally across departments and externally to HIE participants and community, including providers, payers, the state and other customers
  • Develop strategies and best practices to incorporate into future HIE policies and procedures
  • Monitor for and report on data quality issues from Data Sources or within the HIE
  • Promote the mission, vision, and values of the organization

 

Required Skills and Abilities include the following:

  • Comprehensive experience in Data Science
  • Good understanding of HL7 V2.x, C-CDA 1.1 and 2.1, and X12 claims standards
  • Excellent Clinical Data Quality Analysis skills
  • Familiarity with Clinical Quality Measures, HEDIS/QARR, AHRQ, and 3M criteria
  • Proficiency in tools and technologies used in data quality, including Excel and other Microsoft products
  • Good communication skills
  • Clinical research background is helpful
  • Accustomed to database models
  • Understanding of big data concepts
  • Willingness to learn

 

Education/Experience

MS/MBA/PhD preferred Data Science, Health Informatics, Nursing, Health Services Research, or related field; and ten+ years related experience with healthcare data and population health analytics; Clinical licensure or certification (RN, Medical Technologist [MT]) is strongly preferred.

 

Knowledge, Skills and Other Abilities:

  • Ability to understand clinical coding systems (LOINC, SNOMED)
  • Basic HIPAA background
  • Preferred experience with R, Python, SQL, and Tableau
